Judy Baker


Judy Baker is co-chair of the School Outreach programs for NCWA, which encompasses Academic WorldQuest competitions for middle and high schools in our area, summer scholarships at international and North American universities and programs, and a variety of other initiatives that support area students and teachers. 

Originally from Anaheim, California, Judy Baker earned a B.A. from Boston University and an MAT (Master of Arts in Teaching) from Florida Gulf Coast University. She has lived full time in Naples for the past 41 years.

Judy was with Collier County Public Schools (CCPS) from 2005 to 2019, serving as teacher, media specialist and testing coordinator. She taught advanced courses such as AP Government, AP Comparative Politics and AP Micro/Macro Economics, organized all state testing for Palmetto Ridge High School, and planned special programs and curated library selections. She is familiar with the school system and its employees and feels that she can help NCWA navigate its involvement with CCPS.

Prior to CCPS, she was the executive director of the Collier County Bar Association. In this role, she ran their law library (available to both member attorneys and the public), coordinated bar association events, supervised staff at the Attorney Referral Service, and maintained communication with both attorney members and the judiciary.

Earlier, from November 1984 through June 1986, she was the education coordinator of the Head Start Program for Collier County Public Schools, overseeing the program in both Naples and Immokalee. From 1970 to 1982, Judy was with Continuing Development, Inc., as a regional supervisor for Central California. Her duties included supervising child development programs funded by the California Department of Education, planning in-service staff training and monitoring programs to ensure that all requirements of the contract with the Department of Education were met. 

Judy has been involved with NCWA for approximately nine years--five on the School Outreach Committee and four as a high school teacher. Most recently she has chaired the international scholarship program for NCWA. 

Approximately ten years ago, Judy was selected by NCWA (along with three other teachers in Collier County) to travel to Turkey on a cultural/historical immersion trip hosted by Turkey.
